Jackson Teece provided a development strategy for The State Rail Authority for the redesign and development of Redfern station and its environs. In the process, the main transport operations issues were identified, including rail and bus interchanges and pedestrian movement.

The urban design issues studied encompassed the physical structure and functioning of the area surrounding the station, various inter-connections between the station and its surroundings and the three-dimensional form of the area. Social and economic development, particularly property development, the sociology of the area and its relationship to the economic activity in the area were also important factors guiding the strategy.
